Texas Adds MIND Education’s ST Math to Texas HB 1416 Ratio Waiver List for Second Consecutive Year

IRVINE, Calif., (March 11, 2025) – MIND Education, the leader in neuroscience-driven math education, is pleased to announce that ST Math has been named to the HB 1416 Ratio Waiver List for a second consecutive year. ST Math’s selection underscores the trust thousands of Texas educators have in the supplemental program towards helping their students meet grade-level achievement.

TEA has partnered with MIND Education to provide Texas educators and K-5 students access to ST Math through various initiatives since 2016. Through interactive puzzles, the digital program minimizes cognitive load while fostering deep conceptual understanding. This mastery-based approach translates into measurable academic gains: A rigorous study of Texas Education Agency (TEA) and MIND Education data showed that students who used ST Math with fidelity over the past three school years demonstrated significant increases in their STAAR Math performance levels—including 18.7% of students moving up at least one performance level.

“Aldine ISD chose ST Math for our HB 1416 students because its visual and conceptual approach helps students build a deep understanding of math beyond rote memorization,” said Tia Smart, program director of elementary mathematics at Aldine ISD. “The visual puzzles engage students and support our emergent bilingual learners and those who struggle with language-based programs. We’ve seen increased motivation and meaningful connections between ST Math and tier 1 instruction. The program also provides valuable data and reporting tools to help teachers track progress and target support.”

HB 1416 Ratio Waiver List is a list of online curriculum products that are approved for use in Texas schools to provide targeted, accelerated instruction, especially for students behind grade level. To qualify, ST Math was evaluated on its effectiveness, research-backed rigor, support for student independence, alignment with accelerated instruction requirements and compliance with Texas Essential Knowledge and Skills (TEKS). As a Ratio Waiver List Provider, ST Math is exempt from Texas’ 4:1 student-to-tutor ratio, easing compliance for districts while delivering a challenging, fun and accessible math experience for struggling students.
